A. Responsibility
The National Risk Management Advisor will be responsible for
- Advising the GIZ Country Director and staff on all matters relating to security and risk management.
- Enhancing capabilities and security awareness of GIZ staff.
- Enhancing Crisis Prevention and Management capabilities.
The National Risk Management Advisor will:
- Closely cooperate with the International Risk Management Advisor (IRMA) for development of security policies and procedures and deputize in his absence.
- Build relationships and information networks, particularly amongst Bangla-speaking and government institutions.
- Monitor media (especially Bangla).
- Jointly with the IRMA update the context analysis for Bangladesh and Dhaka on a monthly basis.
- Train and guide the Regional Risk Management Coordinators (to be based in Sylhet, Rajshahi, and Khulna) in updating the regional context analysis.
- Jointly with the IRMA suggest risk mitigation and security measures for the staff of GIZ in Bangladesh to the country director.
- Update and maintain hibernation, relocation and evacuation planning process.
- Conduct site assessment of office premises, project implementation areas and others.
- Carry out incident assessment, elaborate and maintain incident reporting system.
- Initiate further development and refinement of standard operating procedures (SOPs) or crisis plans (CPs).
- Jointly with the IRMA update GIZ in BD Security and Risk Management Policies and crisis management standard operation procedures
- Support crisis management and increase preparedness.
- Maintain databases and location mapping.
- Jointly with the IRMA plan and conduct training inputs as well as provide training in Bangla.
- Be responsible for additional duty/tasks assigned by the country director.
Qualifications
- Masters’ degree (preferably political science / sociology). Diploma / training in risk / security management will be an added advantage.
- 10 years of professional experience.
- 5 years of relevant experience at senior management level, ideally international organization or humanitarian setting will be an asset.
- Proficient writing and communication skills in English to be able to provide clear, practical advice at senior management level.
- Strong interpersonal skills, in particular in networking.
- Computer and database management skills.
- Ability to spend up to 30% of time in the field.
- Cultural sensitivity and adaptability.
- Strong analytical skills.
- Ability to work under stress.
